Travel agencies and tour operators – Registering in the National Register of Travel Agencies and Tour Operators (RNAVT)

To register a travel agency or tour operator, you must first register the company on the National Tourism Registry portal.

Once you have registered your company in the National Register of Travel Agencies and Tour Operators (RNAVT), the system will allocate you a registration number.

To be registered in the RNAVT, you will first need to pay:

An initial subscription fee for the Travel and Tourism Guarantee Fund (FGVT): EUR 2 500.

You can pay in one of the following ways.

  • Bank transfer to: IBAN PT50 0781 0112 9112 0001 9126 8, SWIFT/BIC IGCPPTPL.
    In the comments, please indicate the tax identification number (TIN) and the name of the agency
  • Provision of an equivalent guarantee in another Member State of the European Union or the European Economic Area

Compulsory civil liability insurance

The insurance policy must have a minimum coverage of EUR 75 000 and ensure compensation is provided to customers or others for any material or non-material damage caused by the agency or its representatives.

To register online, you will need to attach the following documents to the application:

  • extract from the commercial register or access code to the respective permanent certificate
  • document specifying the name of the travel agency or tour operator
  • indication of the names of the trade marks that the agency intends to use and a document proving that each trade mark is registered (if applicable)
  • proof of a compulsory civil liability insurance policy and proof of payment of the premium or first instalment of the insurance taken out with the insurer
  • document proving that you have paid the Travel and Tourism Guarantee Fund (FGVT) subscription in the amount of EUR 2 500 or that you have an equivalent guarantee provision in another Member State of the European Union or the European Economic Area

To register online, you will need to sign in using one of the following means of authentication:

  • public: a tax identification number (TIN) and your password for the Tourism portal
  • public Tax Office password: login details for the Tax Office website (TIN and password)
  • employees: login ID and password
  • Autenticação.gov.pt: Citizen Card, Digital Mobile Key (CMD), social media (Google account) or Autenticação.gov account (email and password)

Procedure

Once you have signed in on the National Tourism Registry portal, follow the steps below.

  1. In the ‘Novos registos/comunicações’ [New registrations/notifications] field, select the options ‘Agência de viagens e turismo – Comunicação prévia – Novo registo’ [Travel agency or tour operator – Prior notification – New registration].
  2. Fill in the details relating to the travel agency you are registering. The company must be based in Portugal
  3. Click on ‘Iniciar formulário’ [Start filling in form], fill in all the required fields and submit the application.

If you have not submitted all the documents, you will not be able to proceed with the registration application.

Once your registration application has been submitted, reviewed and approved, you will receive an email with the payment details for the registration fee.

Once the registration fee has been paid, you will receive an email with your National Register of Travel Agencies and Tour Operators (RNAVT) registration number.

From then onwards, you must put the RNAVT name and location of its office in the agency’s contracts, correspondence, publications, advertisements and all commercial activities, including online.

How much

Registration in the National Register of Travel Agencies and Tour Operators (RNAVT) costs EUR 829.67. You pay after the registration application has been approved, and you will receive an email with the payment details.

Once the company is registered, the registration fee and contribution to the FGVT will not be returned.

Obligations

Have an electronic and a physical complaints book. Travel agencies and tour operators must inform customers that a complaints book is available in electronic format and must state on their website, in a visible and prominent place, where the electronic complaints book can be accessed.

Additional Data

An equivalent guarantee provision is a financial mechanism that replaces direct payment with a mandatory fund (in this case, the Travel and Tourism Guarantee Fund).

This serves as a guarantee of compliance; an entity (e.g. a bank or an insurance company) guarantees that the agency will have the funds available to cover any potential problems with customers if it is unable to meet its obligations.
