Registering youth associations and equivalent entities with the National Youth Associativism Register (RNAJ)

For a youth association or equivalent entity to access support programmes from the Portuguese Institute for Sport and Youth (Instituto Português do Desporto e Juventude – IPDJ), it must be registered on the National Youth Associativism Register (RNAJ) portal.

To register a youth association or equivalent entity with the RNAJ, the President of the Executive Body must be registered on the RNAJ portal.

The following entities may register with the RNAJ provided they meet the requirements below:

Youth associations based in mainland Portugal:

  • Have more than 80% of members aged 30 or under
  • Have at least 80% of members of the Executive Body aged 30 or under (including the President)
  • Be led by a young person aged 30 or under at the date of their election (date of the Taking of Office Minutes applies)

Socioprofessional associations:

  • Have more than 80% of members aged 35 or under
  • Have at least 80% of members of the Executive Body aged 35 or under (including the President)
  • Be led by a young person aged 35 or under at the date of their election (date of the Taking of Office Minutes applies)

Youth associations based abroad:

  • Be mainly composed of young people of portuguese nationality
  • Have more than 80% of members aged 30 or under
  • Have at least 80% of members of the Executive Body aged 30 or under (including the President)
  • Be led by a young person aged 30 or under at the date of their election (date of the Taking of Office Minutes applies)

Federations of youth associations:

  • Be made up of at least 25% of the total number of associations they intend to represent
  • Have more than 80% of members aged 30 or under
  • Have at least 80% of members of the Executive Body aged 30 or under (including the President)
  • Be led by a young person aged 30 or under at the date of their election (date of the Taking of Office Minutes applies)

Student associations:
Be recognised by the Minister’s Office as the representative body of students of the respective educational institution

Federations of student associations:

  • Be recognised by the member of Government responsible for the corresponding level of education
  • Be made up of at least 25% of the total number of associations they intend to represent

Informal groups of young people:

  • Be composed exclusively of young people aged between 12 and 30 years inclusive
  • Have at least one member aged 18 or over, for the purposes of legal representation of the group
  • Be composed of a minimum of three members

Youth-oriented associations:

  • Non-profit entities which, although not meeting the requirements for youth associations, fall into one of the following categories:
    • Have directed at least 50% of their activity exclusively towards young people aged 30 or under over the last three years
    • Have as their statutory purpose the development of activities prioritised for or exclusively aimed at young people, recognised by a biennial order of the member of Government responsible for youth
  • May only register with the RNAJ after recognition by a biennial order of the member of Government responsible for youth

DOCUMENTS

To register the association, you will need to upload the following documents:

  • Legal Person (pessoa coletiva) Identification Card
  • Minutes of constitution and statutes published in the Official Gazette (Diário da República) and/or public deed of incorporation
  • Minutes of election of the Executive Body
  • Minutes of taking office of the Executive Body
  • Activity plans and reports for the last three years and the respective approval minutes

If you wish to register one of the entities below, you will also need to submit the following documents:

  • Entities equivalent to youth associations (WAGGGS, WOSM): Copy of the recognition declarations issued by WAGGGS or WOSM
  • Student associations: Declaration of Recognition issued by the Secretariat-General for Education and Science, in the case of Student Associations and/or the Federations that represent them
  • Youth-oriented associations: Copy of the recognition order issued by the member of Government responsible for youth
  • Youth associations based abroad: Statutes in Portuguese and a declaration issued by the President of the Executive Body certifying the Portuguese nationality of the majority of members

Procedure

Before registering the youth association, the President of the Executive Body must register on the RNAJ portal. On the RNAJ portal, select “Registo presidente”.

To register a youth association, you must log in to the RNAJ portal and submit the application.
At the end of the process, you will receive an email confirming submission of the application.
After assessing the data and documents, the IPDJ will communicate the final decision by email.

Registering a youth association is free of charge.
