Documentos and requirements
To register a company that manufactures and/or marks packaging material from wood, beehives or nests, you must comply with the specific technical requirements listed on the website of the National Authority for Animal Health (DGAV).
You must be registered on the CERTIGES platform. If you are not already registered on the CERTIGES platform as an economic operator, please follow the steps below:
- Access the CERTIGES platform
- Click on ‘Registar operador profissional’ (‘Register as a professional operator’)
- Fill in the form
- Click on ‘Submeter’ (‘Submit’)

Procedure
After registering on the CERTIGES platform as an economic operator, you must apply for phytosanitary registration. Follow the steps below:
- Access your account on the CERTIGES platform
- Click on ‘Outras Atividades’ (‘Other activities’) and select ‘Fabrico, Reparação e Marcação de Material de Embalagem de Madeira, Colmeia e Ninhos’ (‘Manufacture, repair and marking of packaging materials made of wood, beehives and nests’)
- Fill in the form
- Click on ‘Submeter’ (‘Submit’)
- You must check that the application has been sent under ‘Gestão – Estado do registo’ (‘Management – Registration status’)

Your registration will be on the system for assessing official services. Consult the system to check the progress of your registration.
Examination of the application
After applying for phytosanitary registration, the process continues as follows:
- The Institute for the Conservation of Nature and Forests (ICNF) receives your registration application and contacts you by email to request the necessary documents to continue with the process
- The application is reviewed by the ICNF Regional Services, and a technical inspection is carried out to check your facilities and compliance with the specific technical requirements. You can check the status of your application on the CERTIGES platform
- After the inspection:
- If the company is approved, the ICNF will send an invoice by email with the details for paying for the inspection
- If the company is not approved at the documentary stage, the economic operator’s application is rejected. You can make the necessary corrections and resubmit your application
- Once the company has passed the inspection and payment has been made, the DGAV assigns a phytosanitary registration number and the company is included on the list of registered economic operators. This number is sent by email and will also be available on the CERTIGES platform
- From this moment onwards, the plant health registration number must also be included in the markings on wooden packaging materials, as proof that it complies with plant health measures
How much
It is free of charge to register as an operator. However, the initial inspection, carried out after the mandatory registration on the official register of registered economic operators, costs of EUR 147.30.
The inspection must be paid for in one of the following ways:
- Using a Multibanco ATM
- By bank transfer to the IBAN attached to the email. Proof of payment must be sent in reply to that email
- By cheque, made payable to Instituto de Gestão da Tesouraria e do Crédito Público, I P (IGCP) and sent to:
