European Commission highlights Portugal as a leader in digital transformation
Portugal has been highlighted by the European Commission as one of the countries with the best performance in the digital transition, according to the Annual Report on the State of the Digital Decade 2030.
The European Commission emphasised the progress made by Portugal:
- In making digital public services available to the population
- In implementing the 5G mobile network
- In aligning with European targets, through the National Digital Strategy
Rising in the European ranking of public administration in digital
Portugal rose from 14th to 8th position in the European e-Government Benchmark 2025, surpassing the European average in all the areas assessed. The assessment areas were:
- Provision of online services
- Interoperability (ability of one system to interact and communicate with another)
- Usability of digital portals
The overall national score rose from 80.9 to 82.0 points. The European Union (EU) average fell slightly.
Portuguese good practices in the spotlight
Three national initiatives were recognised as good practices with the potential to be applied in other EU countries:
- The C-Academy cybersecurity training programme
- The development of AMALIA, the first language model (LLM) in Portuguese
- The new version of the gov.pt portal's virtual assistant
