New rules for requesting a Tax Identification Number and change of address for citizens without a Portuguese Citizen Card

As of July 1, 2025, applications for the taxpayer identification number, in Portuguese Número de Identificação Fiscal (NIF), and change of tax address for citizens without a Portuguese Citizen Card will be made through Portal das Finanças or in person, by appointment.

Channels available to foreign citizens

Requests for a NIF and change of tax address should be made through:

• E-counter service: through Portal das Finanças
• Face-to-face service: by appointment. The service can be scheduled:
  • On Portal das Finanças (via the Contacts page), without having to log in
  • By telephone, on (+351) 217 206 707, on working days, from 9am to 7pm.

Changes of address abroad:

Non-Citizen Card holders who want to change their tax address from one address abroad to another address abroad can submit the change request on Portal das Finanças.

Changing your tax address does not allow you to change your status from non-resident to resident.
