The social inclusion benefit is a monthly allowance paid to Portuguese citizens and foreign nationals with a disability of 60% or more. It consists of two components:
- basic component – compensates for the increased general burden of disability, promoting autonomy and inclusion.
- supplement – designed to combat poverty.

Requirements for receiving the basic component
The person with a disability must meet the following conditions:
- Residence: have legal residence in Portugal (or fall under other situations provided for in international instruments or special legislation).
- Degree of disability:
- Have a duly certified degree of disability equal to or greater than 60%.
- If you are a pensioner with a disability:
- have a disability of 80% or more
- have a disability of 60% or more, but less than 80%, if the pension is suspended due to third-party liability compensation.
- Age:
- From the age of 55, entitlement to the benefit is conditional on disability certification having been requested before that age, even if the assessment takes place afterwards.
- People who had a disability before the age of 55 but were unable or did not need to certify the disability, may be entitled to the benefit if the disability is proven by a verification committee.
- At-risk professionals: Firefighters, security forces, armed forces, maritime police, INEM (National Medical Emergency Institute) employees and forest firefighters can are entitled to the benefit if they suffer an accident when working while they are between the age of 55 and the normal retirement age resulting in a disability of 60% or more.
Disability is certified by the medical boards of the National Health Service.
Requirements for receiving the supplement:
The person with a disability cannot be:
- in a state-funded social institution;
- in pre-trial detention or serving a prison sentence; or
- living with a foster family.
NB: if the disability (of 60% or more) is the civil liability of a third party, the supplement will not be paid until the total supplement due corresponds to the amount of compensation for loss of earning capacity. If the amount for loss of earning capacity is not broken down, it will be deemed to be two-thirds of the total compensation.
Documents required of the beneficiary
- A valid identification document:
- Citizen Card, identity card, birth certificate or passport
- Tax identification number
- Multi-purpose disability medical certificate (AMIM) or, if you do not yet have one, proof that you have applied for disability certification
- If you do not have an AMIM: clinical information and other medical documentation proving that the disability is congenital or was acquired before the age of 55
- Disability declaration (if the certification issued by the health authorities was issued before 4 December 2009)
- Where appropriate:
- Armed Forces Disabled Person’s Identification Card, if obtained before 1 October 2017
- a document proving that you have lodged an appeal against the decision of the Medical Committee
- Document proving residence in Portugal
- Foreign nationals must provide one of the following documents:
- certificate of registration for EU citizens issued by the municipal authority of the beneficiary’s area of residence, if you are foreign national from a Member State of the European Union or the European Economic Area or a third country that has concluded an agreement on the free movement of persons with the European Union
- temporary stay visa, residence visa, temporary residence permit or permanent residence permit, if you are a foreign national who is not from any of the aforementioned states, provided that you are physically located in Portugal and have stayed here with any of these documents for at least one year
- document proving refugee status
- Declaration stating the amount of the compensation, issued by the organisation responsible for paying it, when there is third-party civil liability for a fact determining the disability of more than 60%
- Declaration by the person claiming the benefit, indicating whether they have applied for or been granted social protection benefits for disability and, if so, which social protection scheme (whether Portuguese or foreign), and, if they are already receiving benefits, the amount of the benefit(s) received.
If the application is submitted on behalf of another person (if the person submitting the application is not the prospective beneficiary)
- A valid identification document:
- Citizen Card, identity card, birth certificate or passport
- Tax identification number
- One of the following documents:
- document proving that the applicant is the beneficiary’s legal representative
- document proving that the person provides, or is willing to provide, assistance to the beneficiary if the beneficiary is incapable, and that legal proceedings have been instituted with a view to becoming the beneficiary’s legal representative
- Form RV1017-DGSS – Identification of individuals covered by the citizenship social protection system (if you do not yet have a social security identification number (NISS)).

Online on Social Security Direct
To access Social Security Direct, you will need to sign in using one of the following means of authentication:
To apply for the social inclusion benefit, follow the steps below.
- After accessing Social Security Direct, in the menu, click on ‘família’ (‘family’) and then on ‘Prestação social para a inclusão’ (‘Social inclusion benefit’).
- Click on ‘Requerer a Prestação Social para a Inclusão’ (‘Apply for the social inclusion benefit’).
- Fill in the form, attach the necessary documents, and submit your application.
In person
Go to a Social Security service desk, preferably in the area where you live, and complete Form PSI 1-DGSS – Application – Social inclusion benefit – Basic component and/or supplement. Don’t forget to take the necessary documents with you.
By post
Send a letter addressed to the District Centre for Social Security in the area where you live, and enclose Form PSI 1-DGSS – Application – Social inclusion benefit - Basic component and/or supplement, and photocopies of the necessary documents.
The benefit is granted from the start of the month in which you submit your application.
