Terms and conditions of the Reserved Area of the gov.pt portal

The Reserved Area of the gov.pt portal is managed by the Agency for the Technological Reform of the State, IP, hereinafter referred to as ‘ARTE’.

Before accessing and using the Reserved Area of the gov.pt portal, please read its terms and conditions of use carefully. Access to and use of this site by the user is considered an unequivocal sign that the user has read, understood and accepted these terms and conditions of use. These may be altered at any time by decision of ARTE, with the alterations taking effect from the date of their publication on gov.pt.

In the Reserved Area of the gov.pt portal you can:

  • monitor the status of services carried out on the gov.pt portal (e.g. Citizen Card digital services, economic licensing services, Foundations services, among others)
  • check the company's electronic dossier
  • obtain proof of personal data and address
  • access the Yellow Electronic Book
  • access the Bolsa de Documentos
  • access the Electronic Notifications platform

Any attempts to alter the information, or any other action that could cause damage and jeopardise the integrity of the system, are strictly prohibited in accordance with current legislation.

It is forbidden to use the contents of the gov.pt portal's Reserved Area for illegal purposes or any other purposes that could be considered unworthy or abusive. It is also forbidden to create or introduce any type of virus or other code or programme that contains destructive properties or is harmful to its operation.

The user of the Reserved Area of the gov.pt portal undertakes to scrupulously comply with the applicable legislation, particularly with regard to computer crime and intellectual property rights, and is solely responsible for any infringement of these regulations.

All content, including any videos, graphics, text, images, drawings, music or sounds and any other information is the property of ARTE, or has been included with the permission of the entities that legitimately hold the copyright over it.

The protection of copyright and industrial property rights over the content present in the Reserved Area of the gov.pt portal extends to all copies of part or all of the information contained therein.

Privacy Policy

ARTE respects your right to privacy and only collects personal data in the Reserved Area of the gov.pt portal that is subject to legislation, within the scope of the service, or with your consent.

In all matters not expressly provided for, ARTE's Privacy Policy.

In order to use the Reserved Area of the gov.pt portal, it may be necessary to collect your personal data for the purposes indicated, as detailed below:

Purpose 1:

  • Access to digital services available in the Reserved Area of the gov.pt portal without the need to authenticate again. The services are available on the Services Platform (Plataforma de Serviços), the Empresa On-Line (EOL) portal, apps.digital.gov.pt, Livro Eletrónico Amarelo (LAE), Fundações as well as other Portuguese public administration portals that offer digital services using the same authentication provider and are accessible via the gov.pt portal

Purpose 2:

  • Access to the Documents Container, by creating an account on the platform

Purpose 3:

  • Access to the Electronic Notifications Platform where it is possible to sign up to the service and view notifications issued by the adhering public administration bodies

Purpose 4:

  • Requesting certificates of personal data associated with the Portuguese Citizen Card

The data collected is kept for the periods indicated below:

  • First name and last name - Session time; Purpose 3
  • Full name - Session time; Purpose 1
  • Civil Identification Number (NIC) - Session time; Purpose 1, 2, 3, 4
  • Tax Identification Number (NIF) - Session time; Purpose 1 and 4
  • Date of Birth - Session time; Purpose 1 and 3
  • Professional Card Number - Session time; Purpose 1 and 2
  • Business Attributes - Session time; Purpose 1, 2 and 3
  • Address - Session time; Purpose 1 and 4
  • Social Security Identification Number - Session time; Purpose 1 and 4
  • National Health Service Identification Number - Session time; Purpose 4
  • Personal identification number from identification certificates of EU countries in accordance with the eIDAS Regulation - Session time; Purpose 1
  • Nationality - Session time; Purpose 1
  • E-mail - Session time; Purpose 4 (optional)

Taking into account the latest technological developments, implementation costs, nature, scope, context and purposes of the processing, as well as a detailed assessment of the risk, likelihood of occurrence and respective impact on the rights and freedoms of data subjects, ARTE has implemented technical and organisational measures with the aim of guaranteeing the appropriate level of security.

Account creation

gov.pt portal

Creating an account on the gov.pt portal requires the following data to be stored:

  • First name
  • Last name
  • Civil identification number
  • E-mail
  • Telephone number.

The personal data identified above will be stored for the purpose of registration on the gov.pt portal, with the Agency for the Technological Reform of the State, IP being responsible for processing it. This registration means that the next time you interact with the gov.pt portal you will not need to fill in this data twice.

The use of the applications accessible on the gov.pt portal that allow third parties to communicate with you implies prior express authorisation on your part to receive these communications. This includes the Documents Container and Electronic Notifications.

Documents Container

You can activate your Documents Container account in the gov.pt portal's Reserved Area. By creating an account, you authorise the communication of your data for the purposes of joining the Documents Container, as well as the receipt of documents in your Documents Container sent by public entities, legal persons or individuals who have your NIC or Professional ID Number.

At any time after registering, you can use the ‘delete account’ option, which means that you no longer authorise this communication and your Documents Container will become inactive. When it becomes inactive, you will be able to download the activity log up to the date of cancellation, as well as all the documents that were in your Documents Container on that date.

Electronic Notifications Platform

Signing up for Electronic Notifications is done on the Electronic Notifications Platform accessible via the gov.pt portal's Reserved Area or on the mobile application for Android or iOS.

If you have signed up to the Public Electronic Notifications Service and cancel your account in the gov.pt portal's Reserved Area, you will no longer be able to access the Electronic Notifications Platform via the portal, but only via the mobile application.

Release from liability

ARTE cannot be held liable for any losses or damages in civil liability (including, but not limited to, consequential damages, loss of profits and moral damages, caused directly or indirectly), arising as a result of the correct or incorrect use of the gov.pt portal's Reserved Area and its contents by the user, or access to the user's computer and computer system by third parties.

The user is responsible for the safekeeping and correct use of his/her personal information, as well as for any damage or harm caused to ARTE or third parties, resulting from the incorrect use, loss or theft of personal information. Users are responsible for the secure use of their credentials to access the services.

The information on this site should be seen as informative. There are contents and services provided by third parties, which are responsible for updating them. ARTE cannot therefore be held responsible for the complete accuracy and currency of this information.

The gov.pt portal's Reserved Area contains links to platforms operated by third parties over which it has no control and for which it assumes no responsibility.

The visualisation of legal provisions on this site does not dispense with consulting the legal rules in force, officially approved, published in the original editions and media (namely the Diário da República or the Official Journal of the European Union).

Applicable legislation and regulations

  • Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data (GDPR).
  • Law no. 58/2019, of 8 August, which ensures the implementation of the GDPR in the national legal order.
  • Regulation (EU) 2018/1724 of the European Parliament and of the Council on the creation of a single digital platform for providing access to information, procedures and assistance and problem-solving services.
  • Decree-Law 92/2010 of 26 July, which establishes the principles and rules necessary to simplify free access to and exercise of service activities and transposes Directive 2006/123/EC of the European Parliament and of the Council of 12 December (Services Directive).

Applicable law and jurisdiction

These Terms and Conditions shall be governed by and interpreted in accordance with Portuguese law.

The Court of the territorial area of Lisbon, to the exclusion of any other, shall have jurisdiction to settle any disputes arising from the interpretation and application of these Terms and Conditions for the use of the gov.pt portal's Reserved Area.
