Pedir o passaporte português para estrangeiros

A foreign national legally residing in Portugal can, in some cases, apply for a Portuguese passport.

You must apply by email, then go to a service desk to have your biometric data collected.

A passport for foreign nationals is not a right. The decision on whether to issue such a passport is made by the Institute of Registries and Notary (IRN).

To apply for a Portuguese passport for foreign nationals, you must have a valid Portuguese residence card or residence permit.

Minors under the age of 18 or people under the accompanied adult scheme

If you are applying for a passport for someone under the age of 18 or for a person under the accompanied adult scheme, the person on whose behalf you are applying for a passport, and/or that person’s legal representative, must also come to the service desk.

If the application for a Portuguese passport for foreign nationals is for someone under 18 or for a person under the accompanied adult scheme, the following documents must be presented:

  • valid identification document of the person for whom the passport is intended – residence card or residence permit;
  • valid identification document of the person who has parental responsibility or is accompanying the adult (Citizen Card, identity card, passport, residence card or residence permit);
  • a document proving that the person with parental responsibility is legally resident in Portugal (if that person is a foreign national: a valid passport, visa or residence permit).

How pedir o passaporte português para estrangeiros?

You must apply for a Portuguese passport for foreign nationals by emailing pep.estrangeiro@irn.mj.pt. In the email, simply state your full name and the number of your residence card or residence permit.

In response, the Institute of Registries and Notary (IRN) will send you an application form, which you will need to fill in and send back to the same email address.

If the application is for a minor under the age of 18 or a person under the accompanied adult scheme, you must also send the necessary documents along with the completed application form.

The IRN will analyse the passport application and the documents, and will schedule an appointment to collect the applicant’s biometric data.

The appointment will take place at a service desk in the area where the applicant lives. The applicant will be informed of the time and place of the appointment by email.

The passport is then picked up at the service desk where the data was collected. If you prefer, you can ask for the passport to be sent to your home address. This will incur a fee of EUR 10.
